    Description

      CodeSystem and ValueSet resources published as part of the FHIR specification do not consistently have a universal jurisdiction, though the implication of being published as part of the FHIR spec is that they are universal. Consider making this implication explicit by setting the jurisdiction of all FHIR-managed CodeSystem and ValueSet resources to universal.
