Will add slice to Base Profile for Organization.identifier to TIN and make it 0..1 and must support.

Since OrganizationAffiliation represents relationship between organization modeled after PractitionerRole, there is no need to include TIN in OrgAff since it will already be associated with the individual organizations

Organization id make TIN required. Our company and many, many, others, use TIN as the key to a provider record. This also aligns with HIPAA transactions that require a TAXID. NPI is just an informational attribute.
