The IG should explain how references basedOn and partOf are expected to be used. The IG contains 9 profiles based on ServiceRequest and Procedure that cover different scopes of activities and how they are fulfilled partially as sub-activities, so they should reference each others accordingly. I.e. Procedures are basedOn ServiceRequests, partial Procedures are partOf larger scope Procedures, partial ServiceRequests are basedOn larger scope ServiceRequests.
