      Discussed on the CQI call on 12/9/2022, we will update the the PresentOnAdmission value set to include the code "1" and publish using the QICore POA value set. The value set in THO (https://terminology.hl7.org/ValueSet-POAIndicators.html)
      will be updated to include code 1. We will then update to use the published updated THO value set in the next QICore update.

    Description

      in QI Core IG, Encounter.diagnosis.DiagnosisPresentOnAdmission is required to bind with to a value set, where contains 4 codes (Y, N, U, W).  We'd like to know how to capture claim data which follows UB-04 by "Entering value 1  if the diagnosis is exempt from POA reporting".
