FHIR-38603 trading partner agreements could be a barrier
Description
This lone sentence:
>In all of these cases, the Payer will require a trading partner agreement for sending attachments based on predefined rules.
Implies that other integrations don't require a "trading partner agreement", and that the provider does not require a "trading partner agreement".
Also, you don't define what a "trading partner agreement is". Is such an agreement required because this specification says it is?
