    Description

A Proposed Content or Architecture Profile Must Meet One or More of the Following Criteria for Inclusion in US Public Health Library

      1. The profile concept is operational in three or more public health conditions / use cases
      2. The profile concept is captured in operational use in an existing EHR or public health system
      3. When there is not operational implementation experience (as above), a new profile can be included if it has been used in at least two Connectathons and three or more public health conditions / use cases require it

Criteria 3 is a subset of criteria 1.

A profile must meeting at least one criteria. If a profile concept is operational in three or more public health conditions / use cases, It already meets the "at least one" requirement. So it does not need to be used in at least two Connectathons
