Description
The Data Exchange for Quality Measures IG introduced an extension to MeasureReport to allow a Group to be used as the reporter. This extension was incorporated as an allowed type on MeasureReport.reporter, but this was done in conflict with previous guidance that the Group should not be allowed to be a target of the reporter element, since Groups cannot act or take responsibility.
Propose to remove the Group as an allowable type and add an extension additionalReporter referencing Practitioner, PractitionerRole, Organization, applicable any number of times to the MeasureReport.reporter element.
