As this is an event resource, it should be the Device resource referenced and not the DeviceDefinition. We will not be changing the resource type.

We will update the description of .performer.actor and .device to correspond to the changes we made on MedicationRequest. That will explain the difference between these two attributes.

In R5, we noticed that MedicationAdministration has both .performer.actor which can be a Reference(Device) and .device. What is the difference?

We also suggest to make the .performer.actor a CodeableReference/DeviceDefinition and remove the device as a field.
