      Change the CLD for https://build.fhir.org/valueset-iso3166-1-3.html to:

      Include codes from urn:iso:std:iso:3166 where code matches (by regex) [A-Z]{2} 

      This will change the definition to be intensional.

    Description

      The FHIR core specification defines the following five value sets for ISO 3166 Part 1 Country codes:

      The following inconsistency has been identified:

      Unlike the others, the Iso 3166 Part 1: 2 Letter Codes value set is defined by a fixed enumeration of codes. Accordingly, new countries added to ISO 3166 will never be included in the expansion of this value set.

      Accordingly, it is suggested that the CLD for this value set be amended to rather include all 2-letter codes from ISO 3166 using a regular expression (as used in the Iso 3166 Part 1: 3 Letter Codes and Iso 3166 Part 1: Numeric Codes value sets).
