Description
The FHIR core specification defines the following five value sets for ISO 3166 Part 1 Country codes:
- Country ValueSet (http://hl7.org/fhir/ValueSet/country) — Maturity Level 1
- Jurisdiction ValueSet (http://hl7.org/fhir/ValueSet/jurisdiction) — Maturity Level N
- Iso 3166 Part 1: 2 Letter Codes (http://hl7.org/fhir/ValueSet/iso3166-1-2) — Maturity Level 0
- Iso 3166 Part 1: 3 Letter Codes (http://hl7.org/fhir/ValueSet/iso3166-1-3) — Maturity Level 0
- Iso 3166 Part 1: Numeric Codes (http://hl7.org/fhir/ValueSet/iso3166-1-N) — Maturity Level 0
The following inconsistency has been identified:
Unlike the others, the Iso 3166 Part 1: 2 Letter Codes value set is defined by a fixed enumeration of codes. Accordingly, new countries added to ISO 3166 will never be included in the expansion of this value set.
Accordingly, it is suggested that the CLD for this value set be amended to rather include all 2-letter codes from ISO 3166 using a regular expression (as used in the Iso 3166 Part 1: 3 Letter Codes and Iso 3166 Part 1: Numeric Codes value sets).
