This proposal seeks to enhance the response of the find-subject-variants operations, to optionally include sequence-phase-relationship observations. Specifically: [1] Add input parameter 'includePhasing' (0..1 boolean default=false) to find-subject-variants; [2] If true, and if includeVariants=true, then return sequence-phase-relationships between returned variants.
