FHIRcast is silent on a single Hub to support multiple versions. We might recommend that a Hub that does so, provides different endpoints for each FHIRcast version.
Until widespread addoption is taking place and/or FHIRcast specification goes normative, we will assume that Subscribers and Hub both use the same FHIRcast version.
We leave it open whether Hub implementations want to create multi-version implementations or not. But doing so does not impact the API specification in the spec.
Regarding finding out what capabilities are supported, see: https://build.fhir.org/ig/HL7/fhircast-docs/2-7-Conformance.html

    Description

FHIRcast clients should be able to specify the version of the standard they wish to receive event notifications in.

In principle a hub could support multiple versions. For requests it is possible to spcify the standard version as part of the URL, but for event notifications this parameter can only be set by the client during subscription.
