This IG is dependent on US-Core 3.1.1 where PractitionerRole.practitioner is 1..1. In future versions of US-Core, it was made 0..1 to support use cases like this. CGP has previously granted a variance request for PDEX for the same reason being requested here - we need to describe a role without having a specific Practitioner filling the role.

PractitionerRole – cannot require the Practitioner since organization have roles that are not filled by a specific person.
