Description
In the profiles, replace the slices that are being discriminated by the terminology bindings with a single base "preferred" binding for the element (from the full SNOMED CT release, where the use of SNOMED CT is appropriate) plus one or more "additional binding" extensions for the SNOMED CT IPS free set value sets (extensionally defined), where applicable, or value sets for that element from any other terminology or that are otherwise different from the base binding. It should be necessary to include the "absent/unknown" codes only in the base "preferred" binding for the element. We can also include a note saying that if one of the "additional bindings" is used, the expectation is that the "absent/unknown" codes will also be added to the value set definition and used along with it.
