Will put a technical correction out to remove Practitioner ccn.

PCT will use their own organization profile.

When the new 'must support' mechanism is available, will see if that can be leveraged to allow differentiation between commercial and non-commercial implementations.

    Description

The ccn, Medicare Certification Number, is medicare specific. Not all Da Vinci IGs include medicare in their use case (e.g. Patient Cost Transparency). and not all payers have a medicare line of business. Having these identifiers marked as must support, with the HRex definition of Must Support means that implementers are required to support a data element that cannot. It also requires that data that is not relevant to the use case must be populated.
