Adding ODH capability to QICore

      This example provides a way to reference ODH Usual Work observation using QICore Observation profile (I.e., a single observation). If one were representing an evaluation tool that includes multiple ODH items, the QICore ObservationSurvey profile would be appropriate.

      As an example if the breast cancer measure was stratified by high risk population by occupation you could use the following observation (and codes):

      For QI Core Observation.code element:

      Use LOINC code 21843-8 (History of Usual Occupation) and value from value set (https://phinvads.cdc.gov/vads/ViewValueSet.action?oid=2.16.840.1.114222.4.11.7186)

    Description

      Refers to resolved trackers FHIR-12091 and FHIR-14998.
      The previous resolutions agreed to incorporate ODH examples to QICore 5.0.0. However, the existing ODH IG is based on US Core 3.1.1 (http://hl7.org/fhir/us/odh/) and therefore, will need to wait for an ODH IG based on US Core 5.0.1. This may be problematic as QI-Core ballots generally occur to update to new US Core versions, but an update may be a way to address ODH once the respective IG is based on US Core 5.0.1. With respect to example, can create an example as follows:
      Measure CMS 130 Colorectal Cancer Screening (QDM Version: https://ecqi.healthit.gov/ecqm/ec/2022/cms130v10) - there is a FHIR version which should be referenced preferentially - I don't have the Github link.
      As an example of how occupational data could be added to a measure, add Stratification to"
      1) All with QICoreObservation.code = LOINC 85658-3 (Observation Type); and QICoreObservation.value.valueCodeableConcept = 6400 (Insulation Workers) - https://phinvads.cdc.gov/vads/ViewValueSet.action?oid=2.16.840.1.114222.4.11.7900#
      2) All with QICoreObservation.code = LOINC 85658-3 (Observation Type); and QICoreObservation.value.valueCodeableConcept = null, or anything other than 6400 (Insulation Workers) - Industry NAICS Detail (ODH)
