Invariant tdr-3 - "Task output SHALL be populated if status is 'completed'" is not compatible with the CDex Attachments request profile.  The CDex Attachments request profile is dependent on HRex Task, but it does not use the output element, because the data is returned via an operation.
 
Proposal is to remove the tdr-3 and document the best practice in the narrative guidance.
