Description

I raised this during the Tuesday, June 22, 2-3 pm EDT conference call.

It is up to the EHR (Data Source) to set the status of each Task as appropriate. (see the Task state machine diagram in the FHIR specification for more background on Task transitions). When the task is completed, the Payer fetches the data of interest which is referenced by Task.output. The Task can refer to external resources which can be subsequently fetched by the Payer, or it can refer to a searchset Bundle contained within the Task resource itself. In the circumstances of a contained Bundle, the bundle does not have an independent existence.

Where the returned Task references resources not included in the response (i.e. not in a contained Bundle), the issue of ensuring the client has access to the referenced resources becomes a problem.
It was discussed on the call that a Task-based approach can support data requests where a direct query won't work due to insufficient authorization/permissions. Additionally, it was stated that the general expectation is that the response should contain any referenced resources.
3.3.5 should probably be reworded to communicate this general expectation, and mention of external references should probably be removed or at least clarified with respect to potential issues/limitations.
Note that using references is also mentioned in 7)b) of Figure 6 in Section 3.3.3 so that should also be updated.
