    Description

Clarify conformance whether SHALL and SHOULis by type or instance of type

      For example

      Profile specific implementation guidance:

The US Core Provenance resource SHALL be supported for these US Core
      resources:

      US Core CarePlan Profile
US Core DiagnosticReport Profile for Laboratory Results Reporting
      US Core Encounter Profile
US Core Observation Sexual Orientation Profile
      US Core Head Circumference Profile
      US Core ServiceRequest Profile
      US Core Vital Signs Profile
US Core DiagnosticReport Profile for Report and Note Exchange
      US Core Implantable Device Profile
US Core Observation Imaging Result Profile
      US Core CareTeam Profile
      US Core Pulse Oximetry Profile
      US Core BMI Profile
      US Core Blood Pressure Profil

For Certification there is a Must Support concept of "at least one" to satisfy the capability.  The implication  here is "for every instance of these profiles".   Proposed clarify that the conformance verbs imply " "for every instance of these profiles (or type)" unless otherwise noted in the documentation.
