Consider moving section 4.6, 4.6.1 and 4.6.2 into chapter 2. This seems like really important normative content that is buried in a chapter that is mostly informative. It is also necessary to understanding many of the events described in chapter 3. (Alternatively, or additionally, consider moving Chapter 3-or perhaps sections 3.3 and later, or sections 3.2 and later-to an appendix.)
