    Description

      The signature algorithm for XML is completely different than JSON.  Right now, we say JSON is SHALL and XML is SHOULD.  Do we want to have systems support XML signatures?  Do we want to say signatures are JSON only (i.e. if you ask for XML, you get not signature)?  Do we want to remove support for XML entirely?
