I am having a hard time figuring out what this spec is requiring of its implementers.  I can't seem to find any artifacts that aren't listed as examples.  Perhaps some of what you have listed as examples are actually templates for resources to be exchanged or are the resources that should be exchanged if compliant?  Typically in a FHIR IG there is a structure profile for several resources.  Please provide clarity and perhaps consider relabeling items that are more like templates than examples.
