We will update the specification to state that:

      • multiple values will be provided comma separated.
      • indicate that the list is treated as a set, so repeated elements SHOULD NOT be used and hubs SHALL treat multiple values as a single instance.

    Description

The method of adding multiple values is never described - e.g., hub.events=patient-open&hub.events=patient-close vs. hub.events=patient-open,patient-close.

In examples, a comma-based syntax is used. Are repeated elements allowed/ignored/rejected, etc.
