      Including Provenance on an -update sounds really, really useful. Deferring because no one's thought about / prototyped or tested that. 

      Re: audit logs, implementers are of course expected to maintain audit logs per industry, security best practices and their customers' expectations. Mandating audit log behavior is out of scope for FHIRcast.

    Description

      The reporting application receives the measurement through a DiagnosticReport-update event from the Hub and adds this information to the report if the context.versionId it currently holds matches the context.priorVersionId provided in the event (message 7). If the context.priorVersionId does not match the context.versionId of the content known to the reporting application, it may resynchronize its content by requesting the current context from the Hub (message 8).

      In what way is provenance (who/what device created/changed what resources) and are audit logs (who/what device accessed what information) maintained and stored?
