The terminology artifacts are very difficult to follow. For example, to assess the measure approach for pregnancy associated deaths, the Library must be viewed, which lists many value sets (IG: http://www.hl7.org/fhir/us/mihr/ValueSet/PregnancyProcedureDelivery-mmm-SNOMED), used in "Delivery Procedure". Where is this value set? 

There is an actual FHIR resource valueset noted in the ballot Pregnancy Procedure Delivery But it does not align with the specific artifacts noted in the Library.

This same issue occurs for the hypertensive disorders library.
