Will add the suggested sentence to overview:

"...With a desire to address this guidance in a way that is mindful of health equity considerations, the group has spent a substantial amount of time contemplating sensitive populations such as pediatric patients and patients experiencing homelessness or housing instability, this guidance therefore reflects an understanding of the prevalence of shared home addresses (when shelters and last known hospitalization are used for this) and other cases where identity evidence typically needed for IAL2 remote may not be available. Since many patients experiencing homelessness or housing instability have cell phones and may have e-mail addresses that are used for both identity verification and multi-factor authentication, these identifiers should be used for that population to enhance their healthcare experience and communication with healthcare providers."

    Description

Since many "unhoused persons" have cell phones and may have e-mail addresses that are both used for identity verification for 2 factor authentication, these identifiers could and should be used for that population to enhance their healthcare experience and communication with healthcare providers. Add this caveat to the Overview section-it is discussion in 3.2 Best Practices...
