We talk about how to computationally expose a prior authorization result, or a package of info to store for an order or submit with a claim.  However, we haven't defined a 'magic' linkId that allows you to update an order to say "prior auth needed for this order with coverage 123" or "this service not covered by coverage 456".  We need to do that.
