Change cardinality of meta.lastUpdated of supportive resources to allow them to be contained

      Change the cardinality of meta.lastUpdated in the the Organization and Practitioner profiles from 1..1 to 0..1 (leaving MS in place)

      lastUpdated required if the Resource is not a "contained" resource.

       

      Change the CapabilityStatement Conformance expectation on Organization and  Practitioner to SHOULD.

    Description

      A cardinality of 1..1 on lastUpdated disallows the resource to be contained in another resource such as an EoB. It was not the intent to disallow contained resources for supportive resources. Change the cardinality to 0..1, remove MS, and add an invariant to require meta.lastUpdated when not contained.

      The CapabilityStatement Capability expectation will probably need to be changed as well.
