This Guide needs a CapabilityStatement that includes CapabilityStatement-expectation extensions to provide a computable set of resource/profile requirements. This is often the starting point of many testing solutions and would be very helpful for implementers. There should also be a requirement in the Formal Specification section saying that Servers must instantiate the Capability Statement.
