      Delete this paragraph:

      "The DTR process MAY request other scopes to retrieve FHIR resources to evaluate payer rules. The DTR process MAY also request the openid and fhirUser scopes to establish a user session. Greater detail on this can be found in Section 4.4.5.2 - Requesting User Identity."

      Replace with:

      "The app will need to ask for scope sufficient to execute any CQL that the payer may provide as part of the questionnaires."  provide link to the payer registration section and add to payer registration that: "the payer should indicate the scopes required by their questionnaires."

    Description

      See sentence "The DTR process MAY also request the scopes to establish a user session." If DTR needs to request other scopes in order to evaluate payer rules, we should we require that. This spec won't be worth much for the PA use case if it can't capture all the payer rules necessary to make a medical necessity evaluation. Change MAY to SHALL.
