      Will add a new page to the specification called "EHR implementation considerations".  Will remove the existing text.  In the new section, will add a bullet that says:

      "Some CRD clients might suppress certain types of payer guidance as being the 'default' presumption.  E.g. "Covered, no prior authorization required".  Where CRD systems do this, there may be an issue if the CRD service becomes unable to respond and the EHR does not clearly flag to the user that the service is not available.  I.e. Providers may incorrectly presume that authorization is not needed.  Clients that perform such suppression of messages SHALL mitigate this potential for misinterpretation."

    Description

      Change from MAY to SHOULD. We have concerns that physician/user will not know the CRD isn't working – could this lead to them assuming PA isn't required? The user needs to know that query wasn't returned properly so they know that there may be PA requirement that can't be displayed. See sentence "The CRD Client MAY display to the user that the Coverage Requirements Discovery Service is unavailable."
