      We are not using authorization logic in the DTR CQL.

      The CQL is currently used for data pre-population only.

      We do want to use a standard mechanism for accessing the CQL artifacts.

      Note: One could use Adaptive Forms to minimize the need for any CQL that provides conditional informational retrieval.  

       

      TODO: Provide more expectations (text) on how CQL is used and the option to use Adaptive Forms as opposed to more complex support in Questionnaires.

    Description

      This IG requires Clinical Quality Language (CQL), a high-level domain language for representing clinically-focused logic. In the current IG, payers, prior authorization service companies that support multiple payers, and others  are required to express and distribute their authorization logic in CQL. We are concerned about this approach and believe the industry's ability to encapsulate logic and regularly distribute updates to provider HIT is not feasible.  We also believe that better alternatives - such as calling a payer's API - enable innovation and future opportunities with artificial intelligence/machine learning
