Re-launching is the same as any stand-alone launch.  The stand-alone launch process should describe the algorithm the app/process should follow, given that the app can't know whether the user intends to continue existing work or start something new (unless they happen to pass in a QuestionnaireResponse in the fhirContext on launch).  Because it's all part of the same launch process, it should be documented in one place.
