When a Questionnaire is referenced, typically the reference is going to be version-specific.  Similarly, ValueSets and Libraries referenced by the Questionnaire will also typically be version-specific.  There should be guidance about having support for versioned references and encouragement to use them, as well as discussion about the possibility that there can be breaking changes between different versions.
