The work group responsible for US Core has already agreed that these two profiles contain requirements that they don't wish to introduce into the US Core spec.  As well, regulation currently requires implementers to adhere to a specific US Core version, which means that even if these requirements were introduced into a future version of US Core, we would still need to reference the regulation-bound release.
