There's a bunch of information in this section that relates to launch context - that has nothing to do with retrieval of payer resources.  There are two mechanisms for retrieving payer resources - using the DTR Questionnaire operation and retrieving a work-in-progress DocumentReference.  Neither are actually discussed here - though there is some discussion of the security mechanisms involved.
