Conformance language doesn't belong on use-case page

    Description

      Language such as SHALL and SHOULD has no place on a background page that's just trying to explain the purpose of the IG.  All SHALL and SHOULD language needs to be restricted to the technical portion of the specification.

      Also there are a whole lot of statements that are marked as "blockquote", but no obvious rhyme or reason for doing so.

      Please move all conformance language into the technical specification and incorporate in the portion of the technical specification that the conformance assertion actually relates to - ideally have setting the base expectation that you're building the additional conformance expectation on top of.
