Description
The note to implementers that starts "Both DTR and CRD are being balloted" needs to be revamped.
- It should use the standard "STU Note" formatting (see home page of CRD)
- It shouldn't be talking about CRD at all. CRD talks about its state, DTR should talk about its own. (It's also weird to talk about CRD and not PAS.)
- The wording of the last two sentences is sort of weird. Not clear why we're trying to justify the STU process or the relationship between CRD and DTR - particularly given that DTR doesn't actually depend on CRD. Perhaps consider stealing some of the language from CRD?
