This needs to be a "SHALL".  This service is only as reliable as the information coming back.  If a payer does not issue accurate information, patients could be inappropriately denied necessary care or provided care only to find out that the service is not covered.  Absent fraud or change in patient insurance coverage, the information should be able to be relied upon.
