Will update the spec to make clear that EHRs can time-out responses that take too long and are blocking continued clinical action.  The time-out period can be determined by EHR configuration.

    Description

During that 5% of the time that servers are not required to provide the card response within 5 seconds, what is the impact on the clinician?  Are they simply not able to complete the prior authorization or does this tie up their entire system?  Assume the former, as we would not want to tie up EHR systems that are essential for providing timely care. Would like to confirm this assumption and suggest adding clarifying language.
