      While the algorithm that marked these as normative was broken, it did what it did and the artifacts were balloted as such.  Therefore they're normative.  If there's a need to make changes to these artifacts that breaks our rules for normative content, come chat with the FMG and we'll figure out what we can legally get away with.

      Value Sets and Code Systems should be marked Trial Use when bound to Trial Use elements in a Normative resource.

      I noticed that CapabilityStatement has a number of "code" data type elements tagged as TU (such as CapabilityStatement.versioning), but the corresponding value set and code system are Normative.
