Description
An error (FHIR-34896) was identified in the base MeasureReport resource and the cardinality of MeasureReport.group.stratifier.code needs to be corrected from 0..* to 0..1 to match the Measure.group.stratifier.code cardinality, which is 0..1. This error is inherited by the three MeasureReport profiles (data exchange, individual, and summary) specified in the IG.
Because the fix to the base MeasureReport will not be applied until R5, this is to propose to fix the cardinality of MeasureReport.group.stratifier.code at the profile level by constraining MeasureReport.group.stratifier.code from 0..* to 0..1.
