Description
An error (FHIR-34896) was identified in the base MeasureReport resource and the cardinality of MeasureReport.group.stratifier.code needs to be corrected from 0..* to 0..1 to match the Measure.group.stratifier.code cardinality, which is 0..1. This error is also inherited by the Risk Adjustment Coding Gap MeasureReport profile.
Because the fix to the MeasureReport will not be applied until R5, this is to propose to fix the cardinality of MeasureReport.group.stratifier.code at the profile level by adding constraining it from 0..* to 0..1.
