The comments on publisher make clear that publisher is a synonym for steward (i.e. who a consumer talks to with issues about the content). This should be surfaced more clearly in the shortName and definition for the publisher element in CanonicalResource by adding:

Name of the publisher (or steward) (organization or individual)

The name of the organization or individual that published (or stewards) the title.

This change should be rolled through all the Canonical resources.
