The general guidance in FHIR is to not split up IGs into too many pages.  However, Formal Specification is just too long.  It's too hard to jump to the key information and it's too painful to page through the whole thing.  It should be split into 3-4 smaller pages, each consisting of at least 2 printed pages worth of content.
