Agree, mark the target.measure and target.detail MustSupport because they are child elements of target, which is a Must Support element. And the guidance should provide text to indicate such a requirement is a general expectation.

(Note: could look at US Core language as a reference for guidance language

QI Core makes both the Target.measure and Target.goal required. Shouldn't they also then be Must Support?
