    Description

      If there is a reference strength there has to be a reference substance. That is the whole point of it. But it is not mandatory at the moment. I think the reason was that at one stage it could also have been a reference "specified substance", but that concept is dropped for now.

      We had a ballot comment Jira to better document this area (https://jira.hl7.org/browse/FHIR-31819), so could make this change also.
