The following QI-Core profiles include Must Support elements with example binding to value sets. Change the bindings to Preferred

- Communication.category uses http://hl7.org/fhir/ValueSet/communication-category - Change to “Preferred”
- Communication.statusReason uses http://hl7.org/fhir/ValueSet/communication-not-done-reason - Change to "Preferred" – AND consider that the negationReasonCodes in current eCQMs may include those in this value set but may extend beyond it.
- Communication.reasonCode uses http://hl7.org/fhir/ValueSet/clinical-findings - Change to "Preferred" which allows consistency with CMS Blueprint which adds ICD-10
