This ticket is related to #FHIR-32103.

The conceptmaps defined in the file conceptmaps.xml are not correct. The element <relationship> should be <equivalence>. Also the values are not correct. For example the value "source-is-broader-than-target" should be "wider", and "source-is-narrower-than-target" should be "narrower".
