Reasoning: US Core Observation profiles use the base FHIR R4 Observation status ValueSet and the referenced issue is currently being reconciled by the Orders and Observation Workgroup for FHIR R5.  Since this is an issue with the base FHIR specification, there is no action needed for this ballot.
