ObservationStatus codes will need updating per V2 to FHIR mapping

Background: See the referenced meeting minutes and related tracker submitted by the commenter. Reasoning: US Core Observation profiles use the base FHIR R4 Observation status ValueSet and the referenced issue is currently being reconciled by the Orders and Observation Workgroup for FHIR R5.  Since this is an issue with the base FHIR specification, there is no action needed for this ballot. ( Note that the Related Artifact referenced by the commenter is a SearchParameter artifact and is unrelated to the terminology issue )  Proposed Changes: There is no action needed by US Core on this issue.   The Base FHIR R4 Observation status ValueSet is used in US Core and the referenced issue is being reconciled by the Orders and Observation Workgroup.  (The Related Artifact reference by the commenter is a SearchParameter artifact and is unrelated to the terminology issue )
