      The current IG allows for specification of race/ethnicity for the .subject (patient), the .focus (relatedperson), or as part of the extension the practitioner.  Each of these may realistically be the "subject" of the observation.  Note: the extension is preadopted from R5 and the publisher shows the entire set of possible references but the value limits it to Practitioner.

    Description

      This extension allows references to patient, group, device, location, organization, procedure, practitioner, medication and substance. However only practitioner and patient make sense for race and/or ethnicity. The invariant SDOH-Obs-3 ensures that either the extension or the element subject exists, but there is nothing to restrict a reference to a Practitioner or Patient resource.
